Legislative Update: Tax Extenders, Natural Disasters, COVID-19 Relief

On September 21, the House passed a Continuing Resolution that resolved objections from Senate Republicans. The CR will fund the government through December 11. The Senate is expected to vote on the bill next week. The December expiration date sets up the opportunity for Congress to consider expiring tax provisions known as “extenders.” Tax extenders were extended under similar circumstances in December 2019.

As in 2019, provisions to provide relief for natural disasters could also be passed as part of a year-end appropriations package. With the CR solved, attention is returning to the question of additional COVID-19 relief. Politico reports that Speaker Pelosi has directed committee chairs to propose a scaled back version of the HEROES Act for the House to vote on next week. It still appears unlikely that an agreement can be reached before the election, but many Democratic House members are pressuring the Speaker to take some action.
